Abstract
Business Improvement Districts (BID). The dataset contains locations and attributes of the six BID jurisdictions (Downtown, Golden Triangle, Mt. Vernon Triangle, Adams Morgan, Georgetown, and NoMa), first authorized under the Business Improvement Districts Act of 1996, created as part of the DC Geographic Information System (DC GIS) for the D.C. Office of the Chief Technology Officer (OCTO) and participating D.C. government agencies. This layer also contains the Mt. Vernon Community Improvement District (CID).
Jurisdictions were identified from public records (websites, legacy GIS data, real property records) and heads-up digitized from the snapbase.
All DC GIS data is stored and exported in Maryland State Plane coordinates NAD 83 meters.
METADATA CONTENT IS IN PROCESS OF VALIDATION AND SUBJECT TO CHANGE.

Downtown DC BID provided information for Golden Triangle BID.
A base ArcInfo coverage of correct line work (snapbase.e00) for all DC data was developed after the final delivery of the planimetric street centerlines. The datasets were selected from the snapbase coverage, creating coincident geography with the other DC GIS datasets. When imported into the DC GIS geodatabase the coverages shift 0.01mm since the geodatabase supports only 11 digits of precision, not double precision (16 digits).
An initial shapefile for each BID was compared to the snapbase linework and a coverage of the correct linework selected out, creating a topologically correct feature. This was built into a polygon.
Georgetown Partnership BID was created by selecting non-residentially zoned real property owner points to start. Residentially zoned properties are not included in the Georgetown BID. The properties corresponding to these were outlined. This leaves an irregular coverage with holes for those excepted properties.
Attribute data was provided by public records and verified against the BID websites and personal interview.
Planimetrics were created at a scale of 1:1,000. This means that a well defined feature falls within two feet of true position.
All DC GIS data is stored and exported in Maryland State Plane coordinates NAD 83 meters.

The DC Office of Planning created the Capitol Hill Business Improvement District (CHBID) by head's up digitizing the BID boundaries. This boundary is based on the legislation, DC Code ? 2-1215.04, the Establishment of Business Improvement District.
OCTO GIS base map planimetrics were used as a guide, but the linework is not snapped to the snapbase. OCTO GIS staff populated appropriate attribution for consistency. Note that there is an overlap between the Downtown BID and Capitol Hill BID.
